Abstract:
This study examines the pivotal role of public administration in emergency crisis management, exploring the lessons learned from the COVID-19 pandemic as a critical test case. The study aims to present an integrated framework combining the theoretical foundations of public administration and crisis management concepts, alongside an applied statistical analysis of the opinions of 140 workers in hospitals within the Holy Province of Karbala. The findings reveal a gap between theoretical preparedness and practical applications, while confirming the importance of organizational flexibility, energizing leadership, and hybrid coordination as crucial factors for successful crisis response. The study concludes with a set of recommendations aimed at enhancing public administration capacities in facing future crises.
